Conservation areas are designated by the local planning authority under the Planning (Listed Buildings and Conservation Areas) Act 1990. Inside one, demolishing a building needs consent, trees are protected, and the authority can withdraw permitted development rights with an Article 4 direction, so work that would be automatic elsewhere needs an application.
