THE TWO INDICES ARE NOT COMPARABLE and must never be plotted on one axis or differenced. The capital index is quarterly and THIN — several quarters rest on single-digit sale pairs, n_pairs is on every point, and thin_periods names the recent ones you should not quote a move from. The rent index is keyed on VOA rating lists at their antecedent valuation dates, so it has four points in sixteen years and each is a revaluation of a constant sample, not a quarter.
Only 19 local authorities carry a capital series, ALL sector only, because a local sector cell is too thin to publish. Ask for one that has none and the NATIONAL series comes back labelled as national — check area.index_scope before describing it as local.
Rated stock is the 2026 list only, so it is a snapshot: RV change on appeal is not derivable per property. UK only.
